“We don’t know what his ultimate goal was, to stay out of the country with a wife and child here, but we do know he’s in custody, and I think maybe he bonded last night,” Lucido said.

The Macomb County Prosecutor’s Office had recently met with assisting departments on April 17 to determine possible charges against Kestou.

Township Fire Chief Tim Duncan said 30 private insurance investigators walked the perimeter of the explosion on Monday, April 22, but have not yet entered the site. The Environmental Protection Agency is working hard to clean up the site, but has recovered more than 3,100 canisters of nitrous oxide, not counting canisters found by other departments.

“You can only take (those materials) on certain roads in this country and in certain places, so it’s going to be very difficult to get that taken care of,” Duncan said.

Since the explosion, township authorities have been checking gas stations, vape shops and other businesses that might have similar materials and discovered that several were unaware that they were not supposed to possess the gaseous materials in the quantities they had, or at all. However, all companies have collaborated to remove the materials, Duncan said.

“What people are finding is that the community at large has a big desire for (nitrous oxide) and they can make a lot of money selling this stuff. We’re trying to go out and make sure people are using this nitrous is supposed to be is used for the food service sector and obviously we’re seeing that that’s just not happening,” Duncan said.

“Here I would basically recommend to our county and the state as a whole to step up to this and address this issue, because it’s not just Clinton Township, it’s the entire state. With the amounts that you had in this building, you’re sending them somewhere; now is the time to find out ‘Where are they going?’” Duncan continued. “Believe me, with the ATF, the EPA and the police department they are going to find out where this thing was going and where it came from.”

Cannon agreed, emphasizing his desire to put an end to any sharing of nitrous oxide and other materials that might be passing under the noses of Michigan authorities between inspections.
